I have discouraged this behaviour by ruling that raising an ability,
that has been used with an improvisational modifier, costs the unrelated
costs. Only the use of an ability without improv. mods qualifies for
raising for related costs.
Thus, spezializing is far better than having general skills (who always
get improv mods)
