My rul-of-thumb goes: stationary target 6, moving target 14, actively dosging target (as per defensive ability).

How about subtract: Roll for hit. If hit then sbtract missile rank from armour rank. If >0 then roll D20. If result is equal to or below target number the missile has no effect.
