That suggests that the only result is the wound caused by arrow on flesh. A Penalty/Wound could be due to throwing yourself to the ground to dodge, blunt trauma from a non-penetrating wound, fear, soiled trousers, etc. etc. etc. Plus, armour in HW is not fullcoverage, so the generalised armour Rank is a bit generous.
