This feat is generally used to stop a man arguing against the Character, and as such is always resisted by the victim, either as a Simple or extended contest. It can also be used to augment a "bully" roll ("Bully" being a mental skill of EtheL) or other attempt to persuade a man to follow the will/directions of EtheL. It can itself be enhanced by the EtheL physical skill "Meaningful Glare" when used directly*.
Men can resist this feat with any appropriate mental skill or feat. They can also act as a group to pool AP's (acting as a leader and followers) if appropriate.
For example, if at a clan moot a lone man argues the Ernalda chieftain should hand over Leadership of the Clan to a man, she can Stare him down in a one on one contest. When a group of a dozen Warriors demand the Clan march to war to avenge the death of one of their family, she will need to stare them all down, which will be much harder.
An obvious limitation is that this feat can only be used against Men. Smart warriors will get their Vingan sisters to call for War!
