It seems more reasonable to me that the Goddess, who presumably is getting something out of the deal, after all, does some little to make her worshippers, albeit misapplied, safer. So two steps down (from Favoured, through Safe, to Dangerous) within her demesne, Alien outside it. It could be this might only apply to cases where the Shaman can gain a Fetch by misapplied worship (which Roderick has said is the case with Serdrodosa - one of these times I'll learn to spell that), indicating a powerful deity-shaman link.
