The real answer to this question is 'not every skill fits into a neat 5% chance of fumble mechanic'. Just because you don't have catastrophic results 1 time in 20 during day to day life means nothing. Perhaps you DO have a 5% chance of fumbling every time you have to cook in a manner that is important to the narrative (say, a 5% chance of serving something that one of the important guests at your dinner party won't eat), but it doesn't become relevant to your personal narrative that often?
HW is a highly abstracted system, even more so than other RPG systems - trying to work out HW stats based on a strict application of the rules to everyday situations is utterly doomed to failure, and will just result in a distorted idea of HW stats. Which is appears it already has - Greg is just wrong on this whole 'everybody must have a mastery for anything they are good at' idea.
