Though i'd hate too see NPCs running around being supercompetent regardless of system, my problem with mastery inflation is that when they become too ubiquitous, you need a lot of them to stand out, because they become devalued.

Since the interpretation of consequences is heavily dependent on what specific goal you are trying to achieve with the specific action you are attempting using your sheedherding ability, i'd be hard pressed to be able to agree with such a general statement.

If you are trying to save as much as possible of your herd from the wolf pack that has attacked them, then you'll probably lose sheep even on a critical success, even if you gain some other advantage.
