Anyone may improvise new feats from an affinity. An initiate must *always* improvise feats, a devotee may "cement" new feats for 1 HP, adding up over time to a considerable number of things he can do with no penalty.

Devotees can learn the Secret of the cult, are given preferential treatment, better roles in the cult's passion plays, more magical goodies, etc.

Initiates have a 10w2 cap on affinities & "Initiate of", while devotees have no such cap.
