According to the rules Changing Initiation or Devotion During Play (P182) and the devotion rules (p 184):

"An initiate must face his god or his appointed spirits in play as well as the priests of the cult. He must pay 3 HP to gain the "Devoted to " Relationship at Target number of 12. A current initiate
who decides to devote himself to the god transfers his entire rating of "Initiate to" to "Devoted to"

At that point, I'd allow the hero to start cementing feats at 1HP per.

Oh! One other benefit that a Devotee gets that an Initiate doesn't: The ability to learn the god's Secret.

Subcults and hero cults also have secrets but since they are much smaller in scope, will teach them to initiates who know their petty magics at sufficiently high level -- check Barntaros The Hidden Gale in the Deleux set.
