Interesting story about this that I hope Greg won't mind me telling: I asked him about the -5/-3 confusion at Origins this year and he said that he preferred -10 in order to steer people away from [minimaxing with] broad abilities (words in square brackets are my interpretation). Now, I don't go that far, but I do use -5 instead of -3 to encourage my players to use the appropriate skill and I often use higher improv penalties.
