Yes, but after you exceed (W+modifier) you're going to succeed anyway, and the -3 isn't going to significantly modify your chances. A -5 is more effective at reducing your chances (you said W3, I said 3W, you did notice that, didn't you?). It may be mainly psychological, but that -5 makes most folk nervous about relying on improvisation (and from another mail, it looks like Greg agrees :).
