We are, nominally. We use it for augments (you are normally touching yourself, so to speak...), and would use it for offensive magic, although I can't remember anyone actually doing so. We have Healing as mandatory touch range, but have allowed loaning AP at range with no modifier (I'd say healing a wound or injury would require touch though).
