IMO the resistance should be based soley on the illusionist's ability (i.e. the audience's ability does not affect the creation of the illusion - that is resisted by the illusion's abilities alone).

This has to be moderated by, for instance what they are trying to achieve. If the illusionist creates an illusion of a specific someone's signature or seal, he will almost certainly create something that looks like a signature or whatever of someone (not necessarily the right someone).

The illusionist would need a separate skill/familiarity (such as a relationship with the forgee or the community of the forgee) or other mechanism (such as a genuine signature on a different document) to create a signature that could fool other people.

I am not certain how I would run this case - perhaps as a series of simple contests as follows
1 Choose the rating level of the illusion's ability to fool someone and overcome this rating with, for example, the abovementioned relationship.
2 If successful, the rating is the resistance to creating the illusion or is added to the default resistance. (Maybe a complete victory gets a better rating but the same resistance). 4 Each person that views the illusionary signature gets the chance to resist being fooled using their relationship or other familiarity.
