The relevant messages are eGroups 2392 and the related thread: "A spirit on the mundane plane that has a body (including a fetish) does not suffer the Alien World mod. If it is disembodied, it does (usually). If something pops through a Power Spot into the mundane world, it suffers the Alien World mod."
this seems perfectly clear. If, as you say, spirits within the circle get the -20, but spirits in fetishes do not, logically they must suddenly gain 20 points of might after binding... I think not.

there's also 2111:
