Unless you are a Hsunchen, at which point you only need 1w in three of your totem's (HW:Rules p215).
>From the sample characters in the Deluxe box, the folks in Servants of
the Cleansing seem to only require 3 tradition talents at 1w before
being taught Breathe Fire (and the tradition knowlege seems to be
greater than 10w), though they are an outlaw (and secondary) tradition
so they may be more lenient and easier to learn (like a subcult or
hero-cult's secret).
I'm happier making the secrets of those traditions which have them more readily accessible than those of Theists and Sorcerers as the magic is much more personal (and the secrets are often much less powerful).
