I've decided starter Devotees will be brand-new Devotees, they'll have to Improvise each Feat until they Cement them with a HP each. This makes up for the fact our players are loathe to create more than one character, so time constraints are hard to enforce ("But I'm an Orlanthi, fighting things and going out adventuring IS my temple duty!").
