Not 'invented', just 'remembered'. That is, the PLAYER invents a myth that his CHARACTER remembers from the teachings of his deity (or that he's seen while on the God Plane). So long as the narrator is happy with the feat, it becomes a part of that deity's mythology for that particular group. As narrator I've added 'Vinga Frees the Slaves' as a myth for ours after a successful Divine Intervention ("You want help? Remember this, and help yourself.")

Nonetheless, I agree that feats can be improvised on a LITTLE, so long as all the words of the feat are still relevant (I still hate Sunset Leap), and in the same sense as was intended (unlike Rally Troops). So to me, Fireblade COULD be used without a sword, but you'd have to create a blade from it, not a bolt, spear, ball, etc. It would be a replacement for CC, used at melee range, with Rank ^0, or possibly a weapon to be used WITH CC, with an Edge created from Augmenting with the feat. Both at decent, but not extreme, penalties, maybe -5, -10 if I was in a bad mood :)
