Or, to put it another way, they have established what SHAPE the flames take. Whether or not there is a lump of metal in the middle is significant to the casting only if you believe the metal is actually catching fire - and considering even rock has a resistance to ignition of 10W5, bronze must be around that too, so that seems an unlikely idea to me! Without that metal, you still get the heat, but you're missing the solid impact, so damage would be far less (either no edge or augment one with no AP loss other than that).
