Fire Magic 17 is beginning character level. Normally good for about a +2 on the target numbers. Its actually pretty weak.

Augmentation gives him about a fifty-fifty chance of getting a +15 to the target number, and +11 is almost a certainty. That gives him somewhere between 8W and 12W with the fiery sword - not much different from the fish.

Alternatively he could go for edges - double the numbers. So a ^22 edge is almost a certainty. If he does connect, he'll do damage.

Personally, as I've mentioned before, I'd let him make a simple contest against 14 resistance, and if he wins he has a flaming sword, which acts like a sword.

The point is that even though the guy is suddenly much weaker playing it with a straight "fire magic ability used to attack" there are explainations as to why.
