I don't agree. The contest is evenly balanced, so even a small advantage may change the result. If the contest is not evenly balanced, the +2 is unlikely to do much good anyway. To take a real world example, football teams are more likely to win when playing at home than away. This even works in cases where the two teams are ground sharing. The small psychological advantage is enough to tip the balance.

The rules work for me, and augmenting in this manner also gives weaker characters something to do while the big boys slug it out.
