When someone says it is. (where "someone" means the narrator or the scenario writer).

Part of the answer top your qusetions is "It the resistance Active or Passive?" and part is "Is there a change that will happen to the world if the action is accomplished?"

If the resistance is active (I run away from you, a sentient Redwood actively tries to prevent me from jumping it, a target resists a magical fireball) then use the higher of the natural resistance of 14 or the best, most appropriate ability.

If a creature/being will be harmed or changed by magic, then it will probably get a greater resistance than if someone jumps over it. So I jump vrs the tree's 14, but if I try to chop it down with tree Chopping Song, there will be more resistance than the natural.

Finally, narrator fiat can give something a greater resistance - if I think that letting you jump over a tree is something special to my saga, then yes, I may make the resistance higher. As has been pointed out many times before, Hero Wars is *not* Simulationist, but Narrative. Resistances can vary depending on *narrative* criteria. There is *never* only one way to do things.
