Yes. For the record I'm in the no sharp divide between mundane and magic abilities camp. If I had to go for a limiter I'd make it something like lack-of-Devotion to a God (for theists) or non-integrated spirits for animists.

Flight. Telepathy. Breathe fire.

Of course - for any specific goal there are probably loads of non-magical ways of achieving it. (e.g., Jump, Shout loud, Rub two sticks together, might allow you to meet the same goal).
