What's wrong with saying that when you use a specialised feat or skill in the way it is intended, you get a positive improvisational modifier?
So if you have Leap over Tree at 14, then you get +5 = 19 when leaping over trees, and -5 = 9 when leaping over a rock.
If you just have Leaping 14, then you leap at skill 14 in all cases.
No futzing about with difficulty numbers, or arguing about magical or non-magical resistances.
And you don't get into situations where you can leap over trees that another character can't, but he would beat you in a tree-leaping contest.
