Would it not also work, and be fairly simple, to give them a
high "ignore mundame weapons" ability that they could use as a
defence? This makes skill, not AP bid, the deciding factor
("Realizing that my sword couldn't cut its matted hide, I focussed on
beating it around it's eyes, snout, and paws....."). This would also
allow you to assign improv modifiers to its resistance for attacks
that skirt the edge of magical.
Just a thought.
