I agree with Wulf on this one. A fairly simple solution that would keep everyone from being a sharpshooter would be to simply put "throw javelin" into the cultural key word. This might be overstating the case, but were I to run a game I might do that as a house rule.

Well, if I were running a heortling game. If there is ever enough material to support it what I really want to run is a group of lunar 'missionaries' stumbling around the upper reaches of the Janube river. I don't know why, it just appeals to me :)
