While this is true if taken to extremes, giving a Follower a new skill at 12 (which, I would say is not usable to lend the hero AP, and will not rise as the hero does), or improving such a skill, would not make much difference, but would make the Follower a far more rounded, realistic character. Just a bit more complicated to keep track of...
