Both Initiates and Devotees still have the "Worship Pantheon" ability. The bit on 184 is for when an Initiate becomes a Devotee, his "Initiated to" is transformed entire into "Devoted To" (as long as it is to the same god...). There will be more info about changing cults/subcults in Thunder rebels.

"Initiated to" and Affinities are "capped" at 10w2 (HW 183), *not* on "Initiated to".

Once you are Devoted to a god, you have no upper limit on your affinities.

(note that the upper limit *for affinities* for an initiate of a Great God is 10w, Devotee is 10w2)
