An affinitiy is NOT the same as an RQ Rune--rather it is a sphere of influence tied to a particular god. Feats are mythic reenactments of the god's hx/adventures that allow the player character to create effects that to some degree duplicate the god's actions/powers. They are not equivalent of runes/runespells.
An intiate can have a connection to their god's affinities, but at a basic level that results in a penalized improvisation of feats across the board--whether they are standard/listed in the cult write-up or improvised but related during play. No intiate can cement such a improvised feat.
A devotee can improvise feats and utilize standard feats. Only the improvised ones are penalized. They can cement them.
While the standard improvise penelty is -3, it may be better to impose a -5.
Disciples don't exisit until future books come out. Previous refernces are questionable.
