Riding does not count as a "cap" of any kind. If you want to try to augment "close combat" with "riding" as your "mundae" enhancement, go ahead. Usually, if you are a warrior (not necessarily a Warrior per the keyword), and know how to ride, you are assumed to know how to fight at full ability from horseback. But there *are* cultural considerations that you might want to take into account on a case-by-case basis. Most heortlings fight on foot (Elmali form the largest mounted type). A heortling Orlanthi probably does not fight well on horseback (Similarly, a Praxian, Pentan or grazer warrior doesn't fight well dismounted...). Individuals (such as Player heroes) may know how to fight on horseback even when their fellows don't, of course.
