The alternative is that the person with the most abilities wins every battle... Given how easy it is to get another ability, not having the rule means players can spend AGES before a contest augmenting with this, that and the next thing. This is (a) boring and (b) unbalancing.

As far as I recall, there is nothing in the rules to say whether augments are instant or take an action - that's your call as GM. My rule of thumb is to allow instant augments, but only to allow them to apply for one action.
