It could be. And were I redoing the campaign, I might reconsider how I view it.

Mean? Guilty as charged. But I also use Ride and Fight On Foot for various cultures.

Oh, I supose I am mean and crule. However, capping and the like serves as a method to deter the tendency of some players to 'I use my 10w2 Close Combat to.. do everything.' Its a very useful tactic that I find somewhat -- boring.

The group I am running has been around for over a year and a half and I noticed that the 'capping' trick encourages the players to think of other solutions than using their weapons when in esoteric situations. Since I imposed them, the players have begun spending points in Bargain, Oratory, Persuade, Running and Ride. Also an amazing growth in Affinity levels has occured -- magic is not capped except by situation (you're hanging upside down, etc).
