So it seems a Vingan may never join a Subcult of another Aspect (other than Vinga that is) as a second Subcult, as other Orlanthi may (since this makes them an 'Initiate of...' the second Aspect, and there seems to be no rule on whether you may Devote to your first or second Aspect in this case).
