It may be. Either because the player has misunderstood flaws (they'll learn, oh, they'll learn) or because the player WANTS the flaw, enjoys the stories it brings. It's possible to understand a flaw is a 'bad thing' but still enjoy the results. 'Hunted by Lunars' is a good example, if the players want to play a partisan resistance, drive the Lunars out of Dragon Pass or die trying type of game.

On the other hand, anyone who likes the flaw going up because of all the cool things he can do now deserves to suffer mightily. In my opinion, flaws should be storytelling devices primarily. If they are actually useful in more than the very occassional situation, they're abilities not flaws.
