Yes, Harst is both an Orlanth and an Issaries subcult And Drogarsi is also likely to turn out ot be both an Orlanth and a Donandar subcult

I think David's final suggestion is the best, that in your Glorantha some clans worship Bevara as more than a subcult of Ernalda. Bevara is a goddess in her own right, and around 10% of her worshippers (in all areas where she is acknowledged as independent) are males
