The congregation joining together in support of the liturgist forge themselves into a (possibly temporary) single community. The blessing targets the community as a single entity and manifests itself as a bonus for each member of the community.
The liturgist cannot get similar privileged access to the enemy community entity when casting a curse and therefore must use multiple target modifiers.
Similar (though maybe not so marked) results can be obtained through wyters (see Thunder Rebels). I do not have a page reference to hand but the original HW:RiG players book mentions that it is sometimes appropriate for a spell to target a group without multiple target penalties.
