My near-beginner players managed to get through with Mythology abilities of about 18-19. Ritual preparation added about +10, holy day and hold day about +15 (together), plus augments (magical an non-magical) and spending hero points they managed a total bonus of about +35.

My only real fudge was to allow 2 or more other characters to augment the leader with their mythology abilities* (provided they took on key ceremonial roles).

*technically multiple mundane augments.
