The way I interpret this is to assume that "Large 5W" might not necessarily be *physically* bigger than "Large 17". The number measures the impact that the individual's Large-ness has on the story, not literally how Large they are.

So, as Bolthor goes from Large 13 to Large 5W, he doesn't necessarily grow by a foot, it's just that the sagas start to mention his largeness more often. His largeness becomes more dramatic, if you like.
