The approach I take is that the trait description is the "frame" for the task the character is trying to pull off. If the character were doing, say, a Muscle Flexing Contest, then "Biggest man in the Tula" might be freely used (assuming it was not generated in the context of being biggest by virtue of obesity). If they were trying to act as a human battering ram, supported by Large or similar abilities, I woyld say that the "biggest man in the tula" ability is not very appropriate and apply a hefty improv penalty.
