I prefer to think that while amunition might be a part of it, its a rather limiting (and boring) factor and that one can probably come up with other ideas for why AP losses occur. But its a perfectly good reason to see why someone's gotten to 0 AP or lower.
At that point they leave the battle ot go get more arrows. All this, of course, assumesthat one side has arrows and that another does not. This is, in fyrd and battle, highly unlikely.
