I've managed to send stuff in the last couple of days using:

runequest-rules_at_...

Obviously, this doesn't help your personal situation if stuff isn't getting through, but it may mean the problem is with your server or something rather than the RQ list.

I think you said you'd tried, but I believe Tal Meta is the list administrator and his email is

talmeta_at_...
