Its possible by putting it at the 'optional' level of having them at
whatever level up to the keyword, the player feels is right for the
character. Not all Elmali are Steadfast (but most are, to some
degree), not all Orlanthi are Generous (though its encouraged!).
Personality traits, on the other hand probably should be at the full
level as they seem to be behavior strongly encouraged by the job.
Hunters MUST be patient to be successful.
Why bring in more math? Just let the players choose.
