I don't think it's dangerous, since it starts at a skill level of 12.
We've played a lot of Hero Wars here, and I've seen almost no way to abuse skills. Something like "Tough" which can be used in any combat comes close, and some of the pre-publication affinities were too all-encompassing. But as a Narrator, I don't think I've ever had to veto an ability, and I don't remember ever regretting not doing so.
