Which is equivalent to awarding an extra 33HP (or so) and directing that they all be spent on the Sword of Dragon Slaying. If you want to be that generous with HPs, fine.

What would you do with a hero who does not want to accumulate magic items? For example, a mystic who considered them all to be undesirable entanglements? Or a political schemer who valued social relationships over gizmos? Give them equivalent HP awards to spend on magic or relationship abilities?

BTW, the HW rules already have a mechanism for acquiring a large ability rating at the end of an episode: the Heroquest Challenge. Indeed, the example heroquest uses one is to gain a magic item.

Well, those are old RQ2 characters. Perhaps they have been poorly converted to HW?

Quite the opposite, in my experience.
HW is a narrative game, not a simulation game. What matters about a magic item is not a list of effects upon the game world, but its effect on the story. What matters about an ability is not a list of its effects on the game world, but its effect on the story. Abilities and magic items are all just grist for the mill of the story. HW is rules are therefore right not to treat them differently.
