Superior equipment raises the edge by one, as do other descriptors like heavy, etc.
I would permit the character to make a test with a resistance with a difficulty dependant on the desired result - superior, normal, or inferior quality, with D of say +20, 0, -10. I would do this as an active resistance, and if they succeeeded in putting a razor edge on the blade, so be it.
