I agree with Jeff and RR. To make CC more expensive & less useful:
- have less combat oriented scenarios (unrelated cost for +1 is 2HP)
- have combat where close combat is not so useful (opponents with high
defensive abilities or big edges than need to be countered by magic etc.)
- give directed HP awards to non-combat abilities
and so on.
Raising cost of close combat just means bigger HP awards or fewer HP to
spend on other abilities.

P.S. I think I'd prefer a solution to reduce the cost of affinities and
grimoires (to say 2 and 3 HP respectively) than to raise close combat.
