I really cannot see how speacialsation issues arise. Just re-write all your cultural and professional packages with a morte finely graduated set of skills. Give Warriors 10 or 15 abilities (different weapons, dodge-in-armour skills etc) and you have quite a specialised character. By upping the number of abilities given at character creation, you also raise the cost-burden of that niche. Voila - specialised characters with niche protection.
