Or use e.g. x0.5 rather than -20 as a heavy penalty. Self-scaling multipliers, y'see?

Now, I'd normally be against doing this with a logarithmic ability scale like Hero Wars', but the principle has already been established for Lunar Magic (alas!), and dividing log abilities *down* should be less damaging to game balance than multiplying them *up* (as at the Full Moon, alas!).

That said, if possible, I'd like to see the Lunar Magic modifiers changed from multipliers to straight +/- modifiers (as proposed by Phil Hibbs and adopted by Robin Laws when this list was young):
