        Yes. The game mechanics are broken. Some people have game mechanical incentives to increase their secrets, because their secrets are supposed to be useful and actually are. Some people do not, because their secrets are supposed to useful and actually aren't, not a bit.

        Yes, characters will have religious/social incentives to increase their secrets. That the game mechanics make this pointless means the rules are broken.

	The game mechanics should reflect the intent of the designer.
