I have to concur here. Admittedly it's a tricky question, since it involves two unknowns (or two variables, if you'd rather). Firstly, what is the ability scale of the people in your world? And secondly, what are the exact difficulties of overcoming certain environmental factors? But I can't find much in the way of solutions to the above that explains the numbers you mention from the book: the average Dragon Passer would freeze solid in the average DP winter, unless his GM is giving him _very_ generous sit-mods for "owns a house" and "wears pants", and such like. (Community participation, perhaps? Lining up to chip each other out of blocks of solid ice?)
