        A design goal of the weapons system was that it was possible to make it important to the narrative, or not, in different scenes.

        Ie in one scene, the narrator can specify that the characters are arrested by heavily armed soldiers while carousing, and make a big deal out of the fact that the soldiers have edges and the characters have flaws. In another scene, they can bust their buddy out of gaol (after rearming), and the narrator can just assume that the weapons of the characters and guards are equivalent and ignore it.
